The Association of Car Accounting and Car Service Officers (ACACSO) provides a forum for transportation professionals to collaborate, share knowledge, and discuss issues related to car service and equipment accounting. The official car accounting and car service rules of Circular OT-10 are created and published by the Association of American Railroads (AAR). ACACSO does not publish or administer these rules.

However, historically, many provisions and interpretations of Circular OT-10 originated as discussion topics within ACACSO. Through open dialogue at conferences and ongoing collaboration among members, the association has long served as an important forum for exploring practical challenges and considerations related to these rules.
